This image was clicked during Holy Festival known as Chhath Puja. It is an ancient Hindu festival dedicated to the Sun God (Surya) and his wife Usha. It involves rigorous rituals, including fasting, holy bathing, and offering prayers to the setting and rising sun. The festival lasts for four days and is a time for expressing gratitude and seeking blessings for health, prosperity, and well-being.
The place in the image is Kalindi Kunj in Delhi India and these are not clouds but actually waste released from big Factories and Industries. Devotees are compelled to have prayers done in this harmful acidic water for 4 days every year standing, bathing in this acidic water. These men were actually riding their boat but it is seen as cloud surfing.
